The Borno State Judiciary and the Borno State Contributory Healthcare Management Agency (BOSCHMA) have won awards for digital innovation at the 2026 Nigeria GovTech Conference Public Service Awards.
The awards recognised the institutions for their use of technology to improve public service delivery, with BOSCHMA acknowledged for its digital health services and the judiciary for its electronic court system.
The awards were presented at the conference held at Rockview Hotels, Abuja, on Tuesday, October 13, 2026.
The conference, organised by the Bureau of Public Service Reforms (BPSR), had the theme, “Advancing Digital Government: Scaling Digital Infrastructure for Effective Governance and Service Delivery.”

Receiving the award on behalf of BOSCHMA, the agency’s Executive Secretary, Dr Saleh Abba Kaza, attributed the achievement to teamwork and the support of Borno State Governor Babagana Umara Zulum, the state’s Ministry of Health and the people of Borno.
Kaza said the agency had spent five years developing digital systems to improve healthcare administration and service delivery.
He listed the systems to include digital enrolment, customer care, self-enrolment, referrals, electronic financial transactions and a centralised electronic health records system that provides real-time information on patients attending health facilities.
He added that a control centre in his office enables the agency to monitor activities in health facilities covered by the digitalisation programme.
The Chief Judge of Borno State, Justice Kashim Zannah, said the judiciary was recognised for its electronic court system.
Speaking at the conference, the Director-General of the BPSR, Dasuki Ibrahim Arabi, said the awards were designed to recognise innovation and excellence in public service.
He said the annual conference also aimed to accelerate digital transformation, improve service delivery through technology, promote efficiency and encourage the sharing of knowledge among public institutions.
Arabi said the initiative aligned with President Bola Tinubu’s Renewed Hope Agenda.
Other award recipients included Katsina State Governor Dikko Radda, Zamfara State Governor Dauda Lawal and Benue State Governor Hyacinth Alia.
